Requirement
Cameroon and Gabon together account for approximately 35% of Central Africa's tropical timber exports — species including okoumé, sapele, iroko, ayous, and padouk that are irreplaceable in marine plywood, luxury furniture, high-end joinery, and specialist construction applications. Both countries have active Voluntary Partnership Agreement processes with the EU and increasingly sophisticated forest governance frameworks, but the gap between policy intent and market reality is significant: most Cameroonian and Gabonese timber still reaches European, US, and Asian buyers through intermediaries who cannot provide the full chain-of-custody documentation that the EU Deforestation Regulation, US Lacey Act, and Japan's Clean Wood Act simultaneously require. This import/export opportunity structures direct supply relationships between verified Central African timber exporters (MINFOF/DGEF export licence, Forest Stewardship Council or PEFC chain-of-custody certification, or FLEGT licence in progress, minimum 2,000 m³ quarterly supply) and European timber importers, US hardwood distributors, Japanese wood product manufacturers, or construction materials companies requiring EUDR and Lacey Act compliant tropical hardwood supply. Annual contract value $3M-$12M covering 8,000-40,000 m³ per year across three to five species. The EU Deforestation Regulation's operator obligations — fully enforced since December 2025 — disqualify timber without GPS forest compartment mapping, harvest authorisation documentation, and legal origin verification from EU market access entirely. Cameroon and Gabon are among the few African timber exporters with sufficiently developed forest governance systems to meet these requirements, but only exporters who have invested in the documentation infrastructure can access the significant price premium that EUDR-compliant supply commands over non-compliant alternatives. The ideal buyer is a European timber importer, UK joinery manufacturer, US hardwood distributor, or Japanese plywood producer with EUDR, Lacey Act, or Clean Wood Act compliance obligations and existing Central African species in their product portfolio.
