China's chocolate and premium confectionery market reached $7.2 billion in 2024, growing at 12% annually, driven by gifting culture, premiumisation, and a growing millennial consumer base with strong imported brand preferences. West Africa supplies 65% of the world's cocoa but has historically exported primarily raw beans at commodity prices — the value addition that creates premium pricing (cocoa butter, cocoa powder, cocoa liquor, and finished chocolate) has occurred almost entirely in European and North American manufacturing facilities. The zero-tariff policy from May 1, 2026 applies to all processed cocoa products from Ghana and Ivory Coast, for the first time making West African processed cocoa economically competitive in the Chinese market against Dutch and Belgian processed cocoa. Annual contract value $2M-$8M covering 500-2,000 MT of cocoa butter, powder, or liquor. EUDR compliance documentation — which Ghana and Ivory Coast have both invested in since 2024 — also satisfies Chinese food import traceability requirements, meaning the compliance investment made for European market access provides direct benefit in the Chinese market simultaneously.
