Kenyan County Health Infrastructure Programme – Construction & Equipment

Requirement

Three Kenyan county governments jointly procure health infrastructure development valued at $18 million, encompassing construction of Level 4 hospitals and equipment supply. The programme is funded through Kenya's Universal Health Coverage allocation with World Bank co-financing. Procurement packages include civil works for three 100-bed hospitals, medical equipment for diagnostic, surgical, and patient care, hospital information systems and digital health infrastructure, and facility management and maintenance services. Each county awards contracts independently with harmonized specifications. We seek construction companies, medical equipment suppliers, and healthcare technology providers. Qualification requirements include NCA1 registration for construction, PPOA supplier registration, and experience with hospital construction or equipment supply in East Africa. Tender timeline is staggered across counties with first submissions opening in 60 days. Site visits mandatory for construction bidders. Technical proposals evaluated against Ministry of Health standard designs and specifications. AGPO (30% set-aside for youth, women, persons with disabilities) applies to applicable packages. Payment terms include 15% mobilization advance against bank guarantee, monthly certificates for construction, and CAD for equipment upon delivery and acceptance. Performance guarantees of 10% contract value.
