Cobalt sulphate is what a battery cathode plant actually buys. Cobalt hydroxide is what the Copperbelt actually ships — an intermediate product that leaves the region at a fraction of the refined value, is converted in China or Finland, and enters the battery supply chain at a price Zambia never sees. This investment establishes hydroxide-to-sulphate refining in Zambia's Copperbelt, converting intermediate output into battery-grade material at origin. Demand is the least uncertain part of the case: EV battery cobalt demand is projected to grow around 400% by 2030, and the concentration of current refining capacity in a small number of jurisdictions has made supply chain diversification an explicit industrial policy objective for European and North American manufacturers, not merely a commercial preference. The structure sought is $25M-$50M in DFI co-investment. That reflects the reality of the project: refining is capital-intensive, the offtake horizon is long, and the combination of sovereign, power supply and commodity price exposure sits more comfortably in a blended structure than on a single commercial balance sheet. DFI participation also brings the environmental and social standards that downstream battery manufacturers now require of their upstream supply chain, which is itself a commercial asset rather than a compliance cost.
