Requirement
Morocco's combination of world-class solar and wind resources — 3,000+ hours of annual sunshine, Atlantic wind corridors reaching 10 m/s average — with existing grid infrastructure, port connectivity to Europe, and a government with a 52GW renewable energy target by 2030 positions it as Europe's most credible green hydrogen supplier outside of Northern Europe. The EU-Morocco Partnership on Green Hydrogen, signed in 2023 and operationalised in 2025, provides the regulatory and financing framework for commercial green hydrogen export: pipeline infrastructure under the existing Medgaz connector and shipping via liquid hydrogen or ammonia carriers. This renewable energy investment opportunity targets $50M–$150M for a green hydrogen production facility in Morocco's Atlantic or Mediterranean coast: electrolysis capacity powered by dedicated solar or wind generation, hydrogen compression and storage, and export infrastructure to European buyers. The deal structure combines private equity investment with EU Horizon Europe grants, European Bank for Reconstruction and Development financing, and Moroccan government co-investment through MASEN (Moroccan Agency for Sustainable Energy). The ideal lead investor is a European energy major, infrastructure fund with energy transition mandate, or industrial corporate with green hydrogen offtake need. The EBRD, EIB, and AFD all maintain active Morocco clean energy programmes and are expected co-financing partners. Co-investment across three to four institutional investors is the target capital structure. AfroSynergy structures this at Premium tier given the scale and complexity. Moroccan green hydrogen — produced at a projected €1.80-2.20/kg with the EU's most favourable carbon intensity profile outside Europe — is the most cost-competitive CBAM-qualifying hydrogen available to European industrial buyers. The production facilities commissioned in 2026-2027 will be the supply infrastructure for Europe's 2030 green hydrogen import targets.
