World Bank Agricultural Value Chain Development – Implementation Contract

Requirement

The World Bank seeks implementation partners for a $7.75 million agricultural value chain development component within a broader rural development programme in Tanzania. The contract covers smallholder farmer aggregation, market linkage, and value chain infrastructure development. Scope includes establishing 50 farmer producer organizations covering 25,000 smallholders, constructing 10 aggregation and storage facilities, developing market information systems, providing extension services, and facilitating buyer linkages. Geographic focus is Morogoro, Iringa, and Mbeya regions. We seek NGOs, agribusiness companies, and consulting firms with agricultural value chain expertise in East Africa. Eligibility requires demonstrated experience implementing World Bank or similar DFI projects, presence in Tanzania, and technical capacity in smallholder agriculture. Consortium bids are encouraged. Procurement follows World Bank guidelines with Quality and Cost-Based Selection (QCBS) methodology. Technical proposal weight is 80% with financial at 20%. Expression of Interest deadline is 6 weeks from publication with full RFP issued to shortlisted firms. Contract duration is 4 years aligned with overall programme implementation. Payment is milestone-based against deliverables with quarterly disbursements. The Tanzania MALF (Ministry of Agriculture, Livestock and Fisheries) is the implementing agency with World Bank oversight.
