World Bank Agricultural Development Programme – Implementation Partner

Requirement

The World Bank Agricultural Development Programme in Tanzania seeks implementation partners for a $7.75 million component focused on smallholder farmer market linkage and value chain development. The 3-year programme targets 50,000 smallholder households across four regions. Implementation scope includes farmer organization and cooperative development, market information systems and digital agriculture tools, value chain analysis and buyer linkage, agricultural finance access facilitation, and monitoring and evaluation systems. The programme emphasizes women's economic empowerment with 40% female beneficiary targets. We seek international NGOs, development consulting firms, and local implementers with agricultural development expertise. Required qualifications include World Bank or similar donor experience, Tanzania or East Africa implementation track record, and demonstrated results in smallholder agriculture. Procurement follows World Bank QCBS (Quality and Cost-Based Selection) procedures. Expression of Interest submission leads to Request for Proposal invitation. Consortium bidding is permitted with clear lead partner and responsibility allocation. Local partner inclusion is strongly encouraged. Contract terms include cost-plus-fixed-fee structure, quarterly disbursements against deliverables, and performance evaluation against results framework. Programme coordination through Ministry of Agriculture with World Bank oversight.
